करीब छह लाख इंजीनियर प्रवासियों को पंजीकृत भर्ती एजेंटों के माध्यम से विदेशों में रोजगार के लिए ऑनलाइन इमिग्रेशन क्लीयरेंस दी गई है।

11. For this, we have streamlined our systems and taken several measures to safeguard emigration of Indian workers.

इस के लिए, हमने अपनी प्रणाली को सुव्यवस्थित किया है और भारतीय श्रमिकों की उत्प्रवास की रक्षा के लिए कई कदम उठाए हैं।

12. Applications for Police Clearance Certificate (PCC) & Emigration Check Not Required (ECNR), ) will be accepted at RPO, Delhi from Delhi residents.

दिल्ली के निवासियों से पुलिस क्लिअरेंस प्रमाण-पत्र (पीसीसी) और एमिग्रेशन जांच अपेक्षित नहीं (ईसीएनआर) के लिए आवेदन क्षेत्रीय पासपोर्ट कार्यालय, दिल्ली में स्वीकार किए जाएंगे।

13. The System makes the emigration process faster, transparent and allows online authentication/ verification of the emigrants, foreign employers and registered recruiting agents.

यह प्रणाली उत्प्रवासन प्रक्रिया को तीव्र, पारदर्शी बनाने के साथ ही और प्रवासियों, विदेशी नियोक्ताओं और पंजीकृत भर्ती एजेंटों का ऑन-लाइन प्रमाणीकरण/सत्यापन करने की व्यवस्था प्रदान करती है।

14. (a) This Ministry maintains data relating to emigration of workers, i.e. Emigration Check Required (ECR) category passport holders proceeding for overseas employment to the 18 notified ECR countries; namely Afghanistan, Bahrain, Indonesia, Iraq, Jordan, Kuwait, Lebanon, Libya, Malaysia, Oman, Qatar, Saudi Arabia, Sudan, South Sudan, Syria, Thailand, UAE and Yemen.

(क) यह मंत्रालय 18 अधिसूचित ईसीआर देशों अर्थात अफगानिस्तान, बहरीन, इंडोनेशिया, इराक, जॉर्डन, कुवैत, लेबनान, लीबिया, मलेशिया, ओमान, कतर, सऊदी अरब, सूडान, दक्षिणी सूडान, सीरिया, थाईलैंड, संयुक्त अरब अमीरात तथा यमन में विदेशों में रोजगार के लिए जाने वाले उत्प्रवासन जांच अपेक्षित (ईसीआर) श्रेणी के पासपोर्टधारक श्रमिकों के उत्प्रवासन से संबंधित आंकड़े रखता है।

15. (d) the list of Indian States which showed upward trend in emigration clearances with the number of registered recruiting agencies; and

(घ) उन भारतीय राज्यों की सूची क्या है जिन्होंने भर्ती करने वाली पंजीकृत एजेंसियों की संख्या सहित प्रवासन स्वीकृति के रूझान में बढ़ोत्तरी दर्शाई है; और

16. The year-wise details of such show-cause notices issued to registered Recruiting Agents under the provisions of the Emigration Act, 1983 is as under:

उत्प्रवासन अधिनियम, 1983 के प्रावधानों के अंतर्गत पंजीकृत भर्ती एजेंटों को जारी किए गए ऐसे कारण बताओं नोटिसों के वर्ष-वार ब्यौरे निम्नवत् हैं:

17. On 19 June, the Government suspended emigration clearance to Iraq, until further notification and advised Indian nationals to avoid all travel to Iraq.

19 जून को सरकार ने अगली अधिसूचना जारी होने तक इराक के लिए उत्प्रवासन क्लियरेंस रद्द कर दी है और सलाह दी है कि भारतीय राष्ट्रिक इराक की किसी भी प्रकार की यात्रा न करें।

18. (a) to (d) Yes, Government has a mechanism to regulate the activities of registered Overseas Recruiting Agents, under Section 14 of the Emigration Act, 1983.

(क) से (घ) हां, सरकार के पास उत्प्रवास अधिनियम, 1983 की धारा 14 के तहत विदेशों में नौकरी दिलाने वाली पंजीकृत एजेंसियों की गतिविधियों को नियंत्रित करने का एक तंत्र है।

19. The Government has notified the Emigration (Amendment) Rules, 2009 revising the eligibility criteria of Recruiting Agents enhancing the recruiting capacity and increasing the security amount and service charges.

सरकार ने भर्ती करने की क्षमता में वृद्धि करते हुए तथा जमानत राशि एवं सेवा प्रभारों में वृद्धि करते हुए एजेंटों की पात्रता कसौटियों को संशोधित करते हुए प्रवास (संशोधन) नियमावली 2009 को अधिसूचित किया है।

20. It is a comprehensive system covering entire spectrum of emigration including foreign employers, Indian Missions and Posts abroad, Protector of Emigrants Offices, MOIA, Recruiting Agents, Emigrants, Insurance Agencies, Ministry of External Affairs and Bureau of Immigration.

यह एक व्यापक प्रणाली है जिसमें संपूर्ण उत्प्रवासन प्रणाली शामिल है जिसमें विदेशी नियोक्ता, विदेश स्थित भारतीय मिशन तथा केन्द्र इमिग्रेंट कार्यालय संरक्षक, प्रवासी भारतीय कार्य मंत्रालय, भर्ती करने वाले एजेंट, इमिग्रेंट्स, बीमा एजेंसिया, विदेश मंत्रालय तथा इमिग्रेशन ब्यूरो शामिल हैं।

21. (c) & (d) In view of the complaints of exploitation and harassment by unscrupulous agents and employers in the Gulf countries, the Government has taken additional measures to safeguard the interests of female workers migrating to Emigration Check Required (ECR) countries.

(ग) और (घ) बेईमान ऐजेंटों और खाड़ी देशों में नियोक्ताओं द्वारा शोषण और उत्पीड़न की शिकायतों को देखते हुए सरकार ने उत्प्रवासन जाँच अपेक्षित (ईसीआर) देशों को पलायन करने वाली महिला कामगारों के हितों की हिफाजत करने के लिए अतिरिक्त उपाय किए हैं।

22. As I conclude, allow me to say that we have come a long way from those days not so long ago when the emigration of talented professionals was labeled Brain Drain and NRIs were viewed from a somewhat jaundiced perspective.

समाप्त करने से पूर्व मैं बताना चाहूंगा कि हम उस स्थिति से काफी आगे आ चुके हैं जब प्रतिभाशाली व्यावसायिकों के प्रवास को प्रतिभा पलायन माना जाता था और अनिवासी भारतीयों को पूर्वाग्रह की दृष्टि से देखा जाता था।

23. (c) & (d) Complaints are received from Indian emigrants in notified Emigration Check Required (ECR) countries, from time to time, regarding violation of contractual terms, adverse working conditions, wage related issues, employer related problems, medical and insurance related problems and compensation/death claims.

(ग) और (घ) समय-समय पर अधिसूचित उत्प्रवासन जांच अपेक्षित (ईसीआर) देशों में भारतीय प्रवासियों से, संविदात्मक शर्तों के उल्लंघन, प्रतिकूल कार्य स्थितियों, वेतन संबंधी मुद्दों, नियोक्ता संबंधी समस्याओं, चिकित्सा और बीमा संबंधित समस्याओं और प्रतिपूर्ति/मृतक दावों के बारे में शिकायतें प्राप्त होती हैं।

24. The government has also taken additional measures to safeguard the interests of Indian female workers migrating to Emigration Check Required (ECR) countries in view of complaints of exploitation and harassment of the housemaids by unscrupulous agents and employers in the Gulf countries.

सरकार ने खाड़ी देशों में भ्रष्ट एजेंटों और नियोक्ताओं द्वारा घरेलू नौकरानियों को उत्पीड़ित तथा परेशान किए जाने की शिकायतों को देखते हुए उत्प्रवास जांच अपेक्षित (र्इसीआर) देशों को उत्प्रवास करने वाली भारतीय महिला कामगारों के हितों की रक्षा के लिए अतिरिक्त उपाय भी किए हैं।

25. ID card for emigrants – now, I have here with me, a smart card for emigrants, from 1st January 2017, though it was inaugurated sometime back, we now issue every person who gets an emigration clearance, gets this card posted to his address listed in his passport.

प्रवासियों के लिए आईडी कार्ड - अब, यहां मेरे पास है, जो प्रवासियों के लिए स्मार्ट कार्ड है जिसे 1 जनवरी 2017, हालांकि इसका उद्घाटन कुछ समय पहले किया गया था, को उस हर व्यक्ति के लिए जारी किया गया है, जिसे उत्प्रवास मंजूरी दी गई है, इस कार्ड को उसके पासपोर्ट में दिए गए पते पर पोस्ट किया जाता है।

26. This also includes providing advice on the authenticity of recruiting agents; pre-departure and post-departure guidelines; visa status; address of Indian Mission concerned for checking the details of employer and visa; guidance on passport issuance/renewal; authenticity of the foreign employer; guidance on emigration clearance; information on Pravasi Bharatiya Bima Yojna; information about the restriction/advisory for any specific country, etc.

इसमें भर्ती एजेंटों की प्रामाणिकता; प्रस्थांन-पूर्व तथा प्रस्थाेन के पश्चाुत् दिशानिर्देशों; वीजा की स्थिएतियों; वीजा और नियोक्ता की जानकारी की जांच करने के लिए संबंधित भारतीय मिशन का पता; पासपोर्ट जारी/नवीकृत करने संबंधी मार्गनिर्देश; विदेशी नियोक्ता की प्रामाणिकता; उत्प्र्वासन अनापत्तिर संबंधी दिशानिर्देश; प्रवासी भारतीय बीमा योजना संबंधी जानकारी; किसी देश विशेष के लिए प्रतिबंध/परामर्शी संबंधी जानकारी आदि पर सलाह प्रदान करना शामिल है।
